On Prop 8- Hidalgo Hospital District Texas Constitution Change on the Ballot

Voting day is Tuesday. While looking at articles about the propositions on the ballot, I came across this from the Austin-American Statesman.

Proposition 8

The constitutional amendment repealing Section 7, Article IX, Texas Constitution, which relates to the creation of a hospital district in Hidalgo County.

For: Hidalgo is the only county in the state with a tax limita¬tion of 10 cents per $100 property valuation. It is also the largest county without a hospital district. The existing limitation hinders its ability to create and operate a sus¬tainable district. Passage of Proposition 8 would allow Hidalgo County the same taxing rate that other counties have. Hidalgo County has a high rate of uninsured residents, and this proposition could help the county establish a hos¬pital district and obtain federal funds for much-needed emergency care for the poor.

Against: Passage of this proposition would likely increase the taxes for property owners in Hidalgo County, since a hospital district could be created with a tax rate as high as 75 cents per $100 valuation of all property. An increase in taxes could hurt the very people this proposition is hoping to serve: the poor.

This is specifically for the benefit of Hidalgo County.

Two things: One, do you all remember when Gary Marks first tried to get a hospital district passed and he put, on the petition, that he wanted 75 cents per $100 valuation? And further remember that Jerry Lee came out to the hearing, aghast at that high amount and managed, singlehandedly, to get that petition changed DOWN to 10 cents?  That first election to create a hospital district was handily smacked down.  Of course, that didn't stop the hospital people who wanted to shift over that big old debt over to taxpayers from trying again.

But more than that. Notice the statement for "Against", above. "An increase in taxes could hurt the very people this proposition is hoping to serve: the poor". Hospital districts are not created as private enterprise systems to rake in the bucks, but as entities FOR DISTRICT RESIDENTS which guarantees them access to health care. We pay taxes for that, whether it's to the county (indigent care fund) or to a district. If a district's rate is so high that the very people that a district is created for can't afford the taxes, I guess they can do what one misguided local resident who clearly does not understand the purpose of a hospital district suggested, just move to a new area. Or maybe under a bridge.

Yes, I voted AGAINST this proposition.  However, as approx. 90 percent of all constitutional propositions are approved by Texas voters, I'm sure this one will pass too.

I voted against another one and I hope [water] Proposition 6 will not pass and that Texans are smart enough to see through this special interest ploy.

I'm with you on Prop 6, too. When you look at exactly who put in the money to support this, it's corporate interests, including Luminant. Why would Luminant care about water? Because they buy it from the BRA, and use a huge amount of water per minute.
