Tape Or Digital Malfunction?- What happened at Glen Rose City Council Meeting Feb 7 2013

I was curious to hear what happened in open session at the Glen Rose City Council meeting on Feb 7 2013, so I did an open records request today asking to get a copy of the audio in digital format. Got an answer fairly quickly from the city secretary

Unfortunately, we do not have a recording of the Open Meeting for February 7, 2013….That is why we are so excited to be getting the audio/visual equipment.

That answer, in turn, made me wonder whether the City is no longer recording meetings or at least putting recording off until some technology changes are made to the court room, or if this was just this one tape. So I asked and got this reply.

The recorder malfunctioned, that is why there is no recording for the open meeting your requesting.  The meetings are recorded on a digital recorder then downloaded to the computer.  I have the minutes, but they have not been approved by the Council yet.... Yes, all meetings are recorded and will continue to be…but unfortunately we are working with electronics & they fail sometimes L

Who did the minutes? Did they do them from a recording? Who did the recording at the meeting? Was it digital? Was it tape?

Understand that I am not interested in hearing what happened in the executive session. Properly, anyone that wants to hear closed session information needs to get a court order, I simply wanted to hear what was said when everyone came out. It is my opinion that if, in closed session, information is discussed that is not relevant to the reason a closed session was called and put on the agenda, then the people in the meeting need to stop right there and come out. I don't think that if the rules of executive session are followed scrupulously, that the public has a right to know what happened. That doesn't mean that I don't think the rules have been broken in the past, from those who have not adhered closely to the open meetings laws.

I also have been enormously busy with other projects for going on 2 years now and have not followed any of the drama surrounding the city administrator. I met him personally today for a few minutes, he was very cordial, and that is my impression of him. Other than that, I have zero idea about what type of job he is doing or whether he is worth the money, etc.

Paper minutes usually do not do justice to what happened because they are not transcriptions. So let's just say that I am disappointed that the ONE meeting I wished to hear, from which minutes were made somehow, is not available to hear.
