Texas lawmakers started the year promising to make hard choices to solve the largest budget shortfall in the state’s history. They delivered one speech after another about not “kicking the can” down the road.

Yet that’s exactly what they did.

The first accounting shift was to delay a $2.3 billion payment owed to public schools in 2012-2013 by one day, so that the bill isn’t technically due until 2014, thereby going into the next budget. The new budget also assumes there will be no growth in the number of school children in Texas, even though it is one of the fastest-growing states in the nation. Critics say the state will short school districts $2 billion that way.

Because it's more important tor Perry to be able to lie IF he runs for president than to be for Texas schoolchildren and teachers. >>Cartoon. He is kicking the can down the road

With public schools projected to serve 80,000 more students this year than last and a tax system that wasn’t expected to support that demand, Perry cut $15 billion from spending and shortchanged them by about $4 billion from previously mandated levels rather than raise taxes. The governor spurned attempts to use the state’s reserve fund, projected to top $6 billion by August 2013, even as education advocates said his budget would lead to the loss of several thousand school jobs.

“Texas didn’t fully fund its public-education formula for the first time since 1949 because they were facing a major budget crisis,” Hamilton said.

The budget also cut higher-education support by $1.2 billion, a move faulted by critics including former AT&T Inc. (T) Chairman Ed Whitacre for threatening the quality of the state’s workforce.
