Jerry Jacene of Prehistoric Exhibits Company in Kingsport, TN, who was in Glen Rose looking at fossils behind the Comfort Inn on Larry Smith's property, doesn't seem to be having good economic times at his latest venue. The Kingsport TN Times-News says as soon as the rent runs out, he's outta the location that was subsidized by Kingsport.

Back in January, Kingsport Tomorrow announced that Jacene — a self-taught paleontologist — was moving his Highlands Prehistoric Museum and fossil reproduction business from Cookeville to Kingsport. The city and the Kingsport Convention and Visitors Bureau each allocated up to $20,000 to cover 12 months of rent and relocation costs for Jacene’s business.

According to city records, Jacene has received at least $34,000 of these funds, with the rent payments running through March 2011. Jacene said his plan is to be in a new location by April.

Let's remind what happened in January 2010

Kingsport Tomorrow has taken on the project as an initiative until the Kingsport Science Center’s nonprofit status is finalized. The city and the Kingsport Convention and Visitors Bureau have earmarked up to $20,000 each to help with the relocation costs for the museum and reproduction business. Chandley is in preliminary discussions with three foundations for the future funding of the center.

“The whole vision of the Science Center is we want it to be a research institute, to have people from all over the globe to come here, to study the things Jerry is doing,” Chandley said.

Talked a good game, eh? So, Jacene's business wasn't doing so well in Cookeville. The city of Kingsport and CVB spent money to have him move his business to Kingsport AND paid for his rent through March 2011. Surely Kingsport didn't just do that with no stipulations, ala a contract that would require Jacene to stay longer than just while the pockets were deep. Jacene's business, for whatever reason,  didn't do so well in Kingsport, either. From the article from Dec 3.

"I thought the reception here would be stronger for the museum than it has been. Admissions aren’t where they’re at, at the door.

Jacene isn't saying where he's moving but does say he's staying in Tennessee.

I hope that's the truth and Jacene doesn't see Glen Rose as the next pickings for his Not-Doing-So-Great business. Pickings in the form of a joint venture that would come begging for some 4b money, for example. Let's hope, if so, that the 4b has more good sense than that, because it sure wouldn't be the smartest thing in the world to throw money to a guy who A. couldn't make it work in one location and B. couldn't make it in another location EVEN AFTER getting paid corporate welfare to not only move it but have rent paid.

@HB-I don't know at this point what arrangement or contract Jacene had with City of Kingston. I do know that Pam Miller signed off on giving that money to LOD without a contract.  Mr Best told me in September, 2010 that, after the fact, the 4b/GREDC was going to vote to create a contract, have just asked through public information request for a copy of that contract.

What's interesting to me about this whole Jacene business is that he clearly was not the first one to find and publicize the dinosaur tracks, had a not-profitable business in Cooksville, TN, took that business to Kingsport, TN because the city and CVB there paid for him to relocate and also paid his rent through March 2011, and he still was not able to run a business successfully. In other words, from reading the Kingsport paper, his track record is not good for running a business even if he is given money to do it.

My original questions about him didn't have so much to do with what's going on in Kingsport as they did about whether tax money to subsidize a business HERE might be considered due to Jacene's involvement. Could anyone who has a failing business and track record of being subsidized get money from our 4b? Hope not.

I can't believe it's even legal for 4B money to be used to 'invest' in private business!! This stinks.
