Commissioners’ Court of Somervell County met in a regular meeting at 9:30 a.m. on the above date with all Commissioners present.  County Judge Walter Maynard presided.

OPEN MEETING

CITIZEN COMMENTS:   None.

DISCUSSION ON AGENDA ITEMS

27. and 28. The Court recessed into Executive Session at 10:35 a.m. and reconvened into open session at 11:10 a.m. See motion 27/28.

 

MOTIONS ON AGENDA ITEMS

 

ITEM NO.

 

1. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve the previous Commissioners’ Court minutes of September 13, 20(2), 27 and October 8, 2010. Motion carried. All voting aye.

Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to correct a typographical error in item 9 and move:

2. $64,500 from Cap Eq & Furn #450-570 to S/O Eq & Furn #428-570.

.3. $1,000 from Expo/Amphi Gas/Oil #440-330 to Expo/Amphi Bldg Cleaning #440-454.

4. $10,000 from Cap Imp’s Eq/Furn #450-570 to Fire Dept Eq/Furn #429-570.

5. Move $1,000 from Waste Trsf Station Hvy Eq Rep Pts #400-354 to Waste Trsf Station Repair Pts/Supplies #400-350.

6. $375 from COA Rep Pts/Supplies #420-350, $1,570 from COA Utilities #420-440 ad $180 from COA Vendor Bldg Repair #420-450 to COA Admin Fees #420-402.

7. $7,000 from S/O Group Medical #428-202 to S/O Prisoner Medical #428-407.

8. $50 from Election/Voter’s Reg Group Medical #421-202 to Election/Voters’ Reg Bond #421-408.

9. $15,000 from Cap Imp’s Eq/Furn #450-570 to Fire Dept Eq/Furn #429-570.

10. $40 from EMS Group Medical #436-202 to EMS Third Party Billing #436-462.

Motion carried. All voting aye.

 

11. Motion was made by Commissioner Barnard and seconded by Commissioner Ford to approve the remainder of County Bills, with the addition of $150 to Mark Woolverton for mileage reimbursement.  Motion carried. All voting aye.

NOTE: About 2:42 into this. Mark Woolverton has been travelling back and forth to Johnson County to work on the district court's camera system. Maynard said Woolverson has been doing computer work for the district courts, able to acces them here and there (Could he be talking about THIS system?)

12. Motion was made by Commissioner Cummings and seconded by Commissioner Ford to approve the County Treasurer’s report.  Motion carried. All voting aye.

About 4:00 minutes into it, revenues exceeded expenses. Unspent money carried forward 1 mil 842,000 . Thanks to Darrell.

About 5:15. Mike Dooley made his report verbally. Reports, then discuss. August report because some of the numbers weren't right on that. Sept and August there too. Saw some things happening this year that were unusual. We're doing more events but we're having fewer people coming. Some of that amphitheatre events not really attended, seeing a lot of that still on horse shows, have reached a tipping point where things if you have more work, you don't have more people come, more cost per event. We've taken action with rate increase/adjustment, will change some of the things that we do. Down about 10 percent from month, that was down last year as well from year before. Fully overcame the loss of Booger Barter's events. More activities have come in. Next year's events may depend a lot on Land of the Dinosaurs and Robert Polley's Battle of the Bands, have 2 horse events, should climb back into closer numbers. Rate increase will help us some, and we haven't seen any events drop out, some may go to a different venue because of the rates. Good shape for big events because leaving them at the same rate. Don't see much change in horse business itself for another year. One events we picked up last week, CBR came out of Fort Worth because FW not cutting them any slack. Will hope to get more people. Maynard; don't have access to that Enterprise Fund Fort Worth has. Ford: Are both LOD and BOB both on calendars? Dooley: Yes, we have to get some money together by the first of the year, talked to investor, 2 days, Friday and Saturday.

13. Motion was made by Commissioner Barnard and seconded by Commissioner Wirt to approve departmental reports as submitted.  Motion carried. All voting aye.

14. Motion was made by Commissioner Cummings and seconded by Commissioner Ford to approve the Official Bond and Oath of Cathy Thomas, Elections Administrator.  Motion carried. All voting aye.

15. Motion was made by Commissioner Wirt and seconded by Commissioner Cummings to approve the Subdivision Plat of Brazos Trails Estates. Motion carried. All voting aye.

16. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve waiving the requirement for a nursing school under the Hill College Lease, effective at the end of the fall semester. Motion carried. All voting aye.

18. Motion was made by Commissioner Barnard and seconded by Commissioner Wirt to approve the agreement for Detention of Juveniles between Somervell and Limestone Counties, and authorize the Judge to sign.  Motion carried.  All voting aye.

19. Motion was made by Commissioner Ford and seconded by Commissioner Barnard to approve the establishment of a bank account for the Employees (corrected from “Employers”) Insurance Trust Fund. Motion carried.  All voting aye.

20. Motion was made by Commissioner Ford and seconded by Commissioner Wirt to take under consideration three sealed bids for the GRMC Roof Project and one sealed bid for the GRMC Joint Sealant/EIFS Project and bring recommendations back to Court.  Motion carried.  All voting aye.

21. Motion was made by Commissioner Barnard and seconded by Commissioner Ford to approve advertising and specs for Golf Course Chemicals/Fertilizer; bids due at 5 p.m. on November 5, 2010, to be opened at 9:30 a.m. on November 8, 2010.  Motion carried. All voting aye.

22. and 23. Motion was made by Commissioner Wirt and seconded by Commissioner Cummings to table rescinding and re-advertising for Crushed Stone.  Motion carried. All voting aye.

24. Motion was made by Commissioner Cummings and seconded by Commissioner Ford to award Property Insurance to USI/Trident at $146,823.35, and authorize the Judge to sign the contract and Interlocal Agreement.  Motion carried. All voting aye.

25. Motion was made by Commissioner Ford and seconded by Commissioner Barnard to approve the reclassification of FM 56, from a minor to a major rural connector, from SH 144 to the Bosque County Line, and authorize the Judge to sign. Motion carried.  All voting aye.

About 38:54 in. Looks like they want to get the money before it's clear that the American Recovery Act will reiumburse. Gary Marks: Lease requires any time there is a need to borrow over 50 thousand have to come before the commissioners court. This is basically a federal mandate we have to comply with. EVery hospital has to establish an electronic health record system. Funding does come from federal government. Flow chart of all systems. How can we borrow those funds? calculation based on federal govt funding. Texas Hospital Assn put that formula out, 3 million from govt is expected money coming from fed govt. Our estimate is 2 milion 70 thousand dollars. We should be able to receive that money, some concern about whether that amount will be available. Basically receiving full funding in 2 years if we meet the requirements. *Meaniingful use*. ... Big issue out there. .. .. Ford: These ARR funds are not part of the healthcare bill that was passed? Maynard: about Baylor's compatility with what GRMC decides on.

26. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve Somervell County Hospital Authority’s borrowing approximately $2 million for the acquisition and installation of an IT system (for Electronic Health Records) in order to comply with the American Recovery and Re-investment Act of 2009.  Motion carried. All voting aye.

17. Motion was made by Commissioner Wirt and seconded by Commissioner Cummings to approve revisions to the Employee Handbook. Motion carried. All voting aye.

About 57. Establish 2 job descriptions.

27. and 28. Motion was made by Commissioner Cummings and seconded by Commissioner Ford to approve dividing the Personnel Manager job description to separate the Veterans Services Officer, and proceed with advertising for the Personnel Manager and County Court Judge’s Administrative Assistant positions. Motion carried. All voting aye.

 

There being no further business, motion was made by Commissioner Wirt and seconded by Commissioner Barnard to adjourn at 11:12 a.m. Motion carried.  All voting aye.
