Should Governmental Executive Sessions Be Recorded? (Texas)

Interesting thought from Freedom of Information Foundation of Texas about whether there should only be a *certified agenda* for executive sessions or have audio. From the Star-Telegram.

Grapevine had to release its certified agenda from a March 2 meeting after a court ruled that the City Council violated the Texas Open Meetings Act by holding an executive session to discuss hiring a lobbyist.

The record of Grapevine's meeting shows 18 city officials were present for that discussion, which lasted about an hour and a half, but provides no information about what was said.

It also does not note that candidates for the lobbying contract attended the meeting, and it fails to account for a period of 20 minutes after the discussion ended.

I agree that digital recorders are inexpensive, do a great job of recording and aren't difficult to set up. In fact, if one wants to put it into the sound system and there's already a tape recorder there, all one has to do is change the cable to plug into the digital recorder instead of the tape recorder. Heck, my iphone does digital recording.

And, as in the Grapevine example, if the people creating the certified agendas aren't scrupulous about it, then there should be an audio available, UPON COURT ORDER, to find out exactly what was said.

The law needs to be changed.
