DISCUSSION ON AGENDA ITEMS

39. and 40. The Court recessed into Executive Session at 11:00 a.m. and reconvened into open session at 11:25 a.m. No motion.
41. The Court recessed at 11:27 a.m. and reconvened at 4 p.m. at the GRISD Tech Center with the Somervell County Hospital Authority. All Commissioners and the County Attorney were present. The Court heard a presentation from the Hospital Alternate Solution Committee. No motion.

1. Motion was made by Commissioner Cummings and seconded by Commissioner Ford to approve the previous Commissioners’ Court minutes of August 9, 16, 23 and 30, 2010. Motion carried. All voting aye.

20. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve the remainder of County Bills, with the addition of $190 to Mark Woolverton for Mileage Reimbursement #448-426, and $271.15 to Candace Garrett for Area 5 Seminar Expense #411-401. Motion carried. All voting aye.
21. Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to approve the County Treasurer’s report. Motion carried. All voting aye.
22. Motion was made by Commissioner Barnard and seconded by Commissioner Wirt to approve departmental reports as submitted. Motion carried. All voting aye.
23. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve the MHMR Resolution as presented. Motion carried. All voting aye.
24. Motion was made by Commissioner Ford and seconded by Commissioner Barnard to approve Infinisource for 2011 COBRA Administration. Motion carried. All voting aye.
25. Motion was made by Commissioner Wirt and seconded by Commissioner Cummings to take under consideration three sealed bids for crushed stone and bring recommendations back to Court. Motion carried. All voting aye.
26. Motion was made by Commissioner Barnard and seconded by Commissioner Wirt to adding $17,500 to the Expo Center capital budget for RV spaces with full hookups. Motion carried. All voting aye.
27. Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to approve lifting the Burn Ban effective September 13, 2010 at 10:00 a.m. Motion carried. All voting aye.
28. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve employee telephone allowances as presented. Motion carried. All voting aye.
29. Motion was made by Commissioner Cummings and seconded by Commissioner Ford to approve the Step and Grade Schedule for FY 2011. Motion carried. All voting aye.
30. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve the holiday pay policy, as presented, of paying employees for actual hours worked during a 24-hour, County recognized holiday period. Motion carried. All voting aye.
31. Motion was made by Commissioner Barnard and seconded by Commissioner Cummings to approve step and grade pay change for Deputy J. P. Waldrip, from 12A to 12B, effective September 8, 2010. Motion carried. All voting aye.

Motion was made by Commissioner Wirt and seconded by Commissioner Ford to approve Texas County and District Retirement System 2011 plan provisions. Motion carried. All voting aye.
33. Motion was made by Commissioner Cummings and seconded by Commissioner Wirt to approve a change to the Longevity Pay Plan, to reflect the original intent of including only continuous, full time employees. Motion carried. All voting aye.
34. Motion was made by Commissioner Ford and seconded by Commissioner Wirt to approve, in principle, a possible pedestrian bridge connecting Heritage Park to the Riverwalk. Motion carried. All voting aye.
35. Motion was made by Commissioner Barnard and seconded by Commissioner Ford to table a right of way easement for a water line on CR 407 (Cheyenne Hills). Motion carried. All voting aye.

36. Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to approve an update of the County’s family and medical leave policy effective September 13, 2010. Motion carried. All voting aye.
37. Motion was made by Commissioner Ford and seconded by Commissioner Barnard to establish a single non-profit trust to provide coverage primarily for employees of Somervell County, under the provisions of Section 222.02 of the Texas Insurance Code; to appoint Barbara Hudson as the Trustee of said trust, said trust to be generally in the form of the “Trust Agreement” which is attached to this motion, and further to direct the Trustee so appointed to make payments, from time to time, from the Trust Fund established under the Trust to those persons or entities who are providing insurance for Somervell County employees; and to authorize the Judge to sign and Barbara Hudson to sign as Trustee. Motion carried. All voting aye.
38. Motion was made by Commissioner Ford and seconded by Commissioner Wirt to approve the 2011 staffing list as presented. Motion carried. All voting aye.
There being no further business, motion was made by Commissioner Ford and seconded by Commissioner Barnard to adjourn at 6:38 p.m. Motion carried. All voting aye.
