Minutes

Commissioners’ Court of Somervell County met in a special meeting at 9:30 a.m. on the above date with all Commissioners present. County Judge Walter Maynard presided. The Court recessed immediately and reconvened at 1:30 p.m.

CITIZENS COMMENTS:  None.

 

DISCUSSION ON AGENDA ITEMS

 

ITEM NO.

 

The Judge left the meeting for a hearing following item 12, and returned during the discussion of item 16.

 

16. Mike Dooley spoke to the Court regarding permanent RV parking spaces at the Expo Center. The Court asked for a report on what can be done and the cost of permanent spaces. No motion

17. 19. These items were deleted from the agenda. No motion.

20. There was no budget workshop since budget matters were handled within other agenda items

21. 22. 23. 24 The Court recessed into Executive Session at 2:35 p.m. and reconvened into open session at 3:20 p.m. Commissioner Wirt was absent when the open session reconvened. See motions 22 and 24 below.

Motion was made by Commissioner Cummings and seconded by Commissioner Ford to correct a typographical error in item 5 and move:

  1. $15,000 from Indigent Health Medical/Prescription #423-471 to Jury/Court Appt Atty #415-485.
  2. $10,500 from G/C Maint Group Medical #441-202 to G/C Maint Utilities #441-440 $7,000, G/C Maint Rep Pts #441-350 $3,000 and to G/C Maint Eq/Furn #441-570 $500.
  3. $5 from Commissioner’s Office Dues/Subscriptions #435-400 to Commissioners’ Office Seminar Exp #435-401.
  4. $200 from DPS Furn/Eq #427-570 to DPS Film Related #427-338.
  5. $400 from DPS Furn/Eq #427-570 to DPS Computer supplies #427-312.
  6. $370 from Constable Dues/Subscriptions #414-400 to Constable film related #414-338.
  7. $400 from Constables Eq/Furn #414-570 to Constables Computer Supplies #414-312.
  8. $1,000 from Constable Eq/Furn #414-570 to Constable Uniforms #414-455 $800, to Constable Training #414-403 $200.
  9. $50 from Heritage Center Books #446-319 to Heritage Center Postage #446-310.
  10. $200 from Adult Prob Tires #418-332 to Adult Prob Furn/Eq #418-570.
  11. $6,000 from Expo/Amphi Eq/Rental #440-461 and $2,000 from Expo/Amphi Postage #440-310 to Expo/Amphi Repair Pts /Supplies #440-350 $1,000,  to Expo/Amphi Janitorial Supplies #440-351 $450, to Expo/Amphi Lighting #440-358 $200, to Expo/Amphi Telephone #440-420 $350, to Expo/Amphi Vendor Bldg #440-450 $2,000 and to Expo/Amphi Bldg Cleaning #440-454 $4,000.

Motion carried. All voting aye.

 

ADDENDUM

 

Commissioners’ Court of Somervell County met in an Addendum session at 1:30 p.m. on the above date with all Commissioners present. County Judge Walter Maynard presided.

 

MOTIONS ON AGENDA ITEMS

 

ITEM NO.

 

  1. Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to move $800 from Landscape Premium Pay #443-140, $500 from Landscape Gas & Oil #443-330, $500 from Landscape Landscaping #443-341 and $400 from Landscape Pest Control #443-457 to Landscape Part Time #443-105. Motion carried. All voting aye.

 

12. Motion was made by Commissioner Wirt and seconded by Commissioner Cummings to award Group Major Medical to United Healthcare (renewal),  Dental to Metlife (renewal) and Life Insurance to Mutual of Omaha, as recommended by Treasurer Barbara Hudson. Motion carried. All voting aye.

13. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve advertising for sealed proposals for a sterilizer for the hospital; proposals due at 5 p.m. on September 17, 2010, to be opened at 9:30 a.m. on September 20, 2010. Motion carried. All voting aye.

14. Motion was made by Commissioner Ford and seconded by Commissioner Barnard to approve the 911 agreement with NCTCOG, and authorize the Judge to sign.  Motion carried. All voting aye.

15. Motion was made by Commissioner Wirt and seconded by Commissioner Ford to approve the amendment to the Interlocal Agreement with Prairielands Groundwater Conservation District, and authorize the Judge to sign.  Motion carried. All voting aye.

18. Motion was made by Commissioner Ford and seconded by Commissioner Barnard to approve the Texas Department of State Health Services contract for Remote Birth Certificates, and authorize the Judge to sign.  Motion carried. All voting aye.

22. Motion was made by Commissioner Barnard and seconded by Commissioner Cummings to approve having the County Attorney proceed with a civil suit regarding property damage at the Expo.

24. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve establishing the position of Elections Administrator at Step 12A effective October 1, 2010.

 

There being no further business, motion was made by Commissioner Barnard and seconded by Commissioner Ford to adjourn at 3:22 p.m.  Motion carried.  All voting aye.
