I see payments made to an electrician and a plumbing company... did these jobs go out to bid? How do they know they are getting the best price if they aren't bidding these jobs out? They appear to be significant jobs, not just minor repair work. Are they just picking one company they like/know or are they spreading it between all LOCAL companies if they are not bidding it out? Who is making the decisions to have this work done and by whom? Is this electrical work being done by a licensed professional, as it is hard to tell when the check is made out to an individual. I would like to think that the city is careful to not do business with un-licensed, un-insured individuals, but recent decisions they have made have to make you wonder.
@anon-here's how you can find out. Do an open records request to the city (Peggy Busch is the public information officer) and ask for copies of the bid notices that went out in what paper, as well as to see the specific receipt for the check entry you see. Be very specific, ie, This electric company doing this work, listed on X date in the Oakdale account. You can also go down to the city and ask to see the records for this; in my opinion, it's a good idea to call ahead if you do that, for courtesy reasons, especially since it's budget time right now. If you DO get the records, please post about them, you can be registered and do a top level post on the site.
