Well, you knew this was coming, right? Let's put it this way. If There Is No Money Or Only Half STill Budgeted AnyMore for a City Administrator, Is There Still a Position In the Works?

Who says a city administrator would cost $125,000? Hogwash. I couldn't understand all the dialogue but what I did hear is nonsense. They're stalling, nothing more.

Thanks, Salon, but it's not a volume issue as much as a 'mumbling' issue (I couldn't understand Mr. Stricklin very well). I did get the gist of the conversation, however. So again, I'd be shocked if the city could not find a quality, motivated city administrator for $65,000. It's a buyer's market these days. They couldn't ask for a better time to be looking to fill this position.

Interesting....there is a whole new class of graduates who are well versed and have a qualified degree for the position of city management and they would love to have a job for much less money than I hear from the council.  Knowledge of the position and how it should be done would be an advantage. Fresh ideas and upgraded systems would be refreshing.   Experienced managers tend to be set in their way of thinking and know all the in's and out's of not performing to the salaries they are paid.  I would put my money on the new kids on the block with the fresh ideas, exciting new avenues of direction and ready to research, work hard and play fair.  I do not understand the hesitation of the council in hiring a city manager.  They are doing the work of a city managers for nothing and not getting anywhere.  I would question this action.

Mayor Pam Miller has never been for a city administrator and, while she has no vote, has actively voiced her opinion repeatedly not to hire one. Bob Stricklin, on the other hand, has said that the reason they even voted to get the city administrator was because of the comprehensive plan; that is, they would not have voted for CPAC without having someone to administer it, because it was a lot of money. I don't think that the city is doing the work of a city administrator or there would be more transparency in how it operates.

Have you heard about the $ 2000.00 dollar spa tub that Ronald Bruce had put into the latest remodeled cabin, and guess what it doesnt even work!! So much for saving the taxpayers money by having the city crews doing all the work. And if anyone is interested in just exactly how much is spent on remodeling each cabin, I can tell you it is definately not the $3000.00 per cabin that the supervisor is claiming. This city needs an administrator  NOW. Why are they cutting out raises for employees but allowing the city superintendant thirty thousand dollars for a new vehicle?

I'd laugh but my sides already hurt. You make some great points. Overall, IF the city isn't going to get a city administrator, then they need to step up their level of oversight activity over EVERYBODY, including looking at the receipts and following the law. Very few people decide they want to be in public office but for those that do, it's a greater responsibility, and especially important that they ACTIVELY follow the money.

I was told by a City Council person that the City of Glen Rose replaces there vehicle every ten years.  The current truck he is driving does not need to be replaced.  As for the city vehicles, I will say it again and the council can go back in there minutes from the past and find it..the City Council voted that the city vehicles were only to b drove home by the person on call, NON city employees ARE NOT  allowed in the city trucks, and the city trucks were not to be used for PERSONAL use.

With the current council members a city administrator may not be effective. A city administrator must be given adequate authority and clear cut responsiblility to his/her work well. Having followed this for awhile, the organizational and political culture does not exist for a sucessful outcome. The mayor or  any mayor in a similar situation would view this a "power" struggle. Coucil members confuse power with authority. A city administrator has only the authority the council delegates in a general law city. It doesn't appear evident the mayor and the council will delegate mucn of anything including authority to get the work done.

I disagree with the notion that an experienced city manager is set in his/her ways. The apperance presented on the videos on this site  demonstrate that Glen Rose is in a pattern of doiing the same thing and not getting very far.  It won't matter if a city administrator is experienced or not since this council would probably not be receptive to anyone with a different approach. The Mayor apperars reluctant to delegate any authority to anyone. The council does not seem to challenge the mayor. There is probably a need for a "game changing' election over the next two years if Glen Rose is going to reverse it current course.

How are persons with disabilities accomoddated during Council meetings?  The ADA would probably be interested in the fact that the microphones are rarely used and if they are they are then they are not turned on.  There are not head phones available for those who are hard of hearing.  This is very disappointing, and Mayor when will you start to have people speak from the podium?

I do not recall seeing any speakers in the council chambers so even if they were talking into the microphone only the cassette tape recorder (yes  the city still does not have a digital recorder) would hear it.

It actually is difficult to believe how utterly incompetent our City Administration (Mayor, Council, and the bosses).  It is no wonder we have a exhibitionist/criminal employed at Oakdale, a cheat, supervising employees --Hooters, Three Rivers etc. etc.  They behave that way because they can do anything they want and there are no consequences.

I am a firm believer that direction is set at the top and an employment system that does not reward for work and penalize for misconduct (including building permits) results in chaos.  Just what is, and has been occurring at the COGR.  If it were not so expensive, criminal and disgusting, it would be funny. 

Fight Organized Crime:

Get rid of the Mayor and half the Council and the supervisors that are allowing/doing the cheating and other irresponsible/illegal/immoral activities and allowing employees to not perform their jobs and still get "merit" raises.

@glenrosefan-I'm going to post video later on today from last night specifically about your question about the speakers and microphones. Basically, the microphones are ONLY to record a good copy of the meeting into the tape recorder. So, when people step up to the podium, and speak into the microphone, there are no speakers that allow others in the audience to hear them unless they happen to speak loudly. I think they should come to the podium anyway, because 1. the microphones do NOT pick up people speaking from the peanut gallery well and that is supposed to be an official meeting copy that others can go hear what goes on and 2. at least you have a chance when someone is facing sideways of hearing their comments.

Heh. All this time I thought the reason I coudln't hear the mayor very well but could hear, for example, Barbara Mitchell or Johnny Martin or Bob Stricklin just fine was because she never pulled the microphone close and spoke into it. Nope. Turns out that she just doesn't talk very loud, probably isn't recorded very well since she doesn't speak into the mike, but it's not realistic to believe the citizens can hear her anyway because there's no sound system.

anyway, will clip that specifically later on because the discussion explains a lot.
