Commissioners’ Court of Somervell County met in a regular meeting at 9:30 a.m. on the above date with all Commissioners present.  County Judge Walter Maynard presided.

 

OPEN MEETING

 

CITIZEN COMMENTS:   None.

 

DISCUSSION ON AGENDA ITEMS

 

ITEM NO.

 

20. The Court held a budget workshop during which Judge Maynard read proposed 2011 budget figures and indicated that tax revenue would not be increased under the proposed budget. No motion.

21. and 22. The Court recessed into Executive Session at 10:10 a.m. and reconvened into open session at 10:57 a.m. No motion.

 

MOTIONS ON AGENDA ITEMS

 

ITEM NO.

 

  1. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve the previous Commissioners’ Court minutes of July 12 and 26 and August 2, 2010. Motion carried. All voting aye.

Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to move:

2. $1,000 from Cap Imp’s G/C #450-530 and $1,500 from MIS Computer Maint #448-453 to Clerk Off Eq/Furn #411-570 $1,400 and to Clerk Off Computer Maint #411-453 $1,100.

3. $5 from Genealogy seminar expense #446-401 to Genealogy dues & subs #446-400.

4.$150,000 from Indigent Health Medical/Prescriptions #423-471 to Cap Imp’s Hospital #450-551.

5. $200 from JP Professional SVCS #413-462 to JP Office Supplies #413-311 $100 and to JP Computer Supplies #413-312 $100.

6. $300 from Commissioner Pct 1 Rd Materials #431-331 to Commissioner Pct 1 Seminar Exp #431-401.

7. $300 from Pct 3 Commissioner Pct 3 Rd Materials #433-331 to Commissioner Pct 3 Seminar Exp #433-401.

8. $4,700 from Fire Dept. Group Medical #429-202 to Fire Dept. Equip./Furniture #429-570.

9. $300 from Commissioner Prct 4 Rd Materials #434-331 to Commissioner Pct 4 Seminar Exp #434-401.

10. $750 from Parks/Landscapes Group Medical #443-202,  $1,250 FROM Parks/Landscape Operating Exp. #443-344, $500 from Parks/Landscape Vendor/Grounds Rep #443-450 to Parks/Landscape Utilities #443-440 $2,250 and to Parks/Landscape Social Security #443-201 $250. Motion carried. All voting aye.

11/ Motion was made by Commissioner Barnard and seconded by Commissioner Ford to approve the remainder of County Bills.  Motion carried. All voting aye.

12. Motion was made by Commissioner Cummings and seconded by Commissioner Wirt to approve the County Treasurer’s report.  Motion carried. All voting aye.

13. Motion was made by Commissioner Ford and seconded by Commissioner Barnard to approve departmental reports as submitted.  Motion carried. All voting aye.

14. Motion was made by Commissioner Wirt and seconded by Commissioner Ford to open one sealed bid for concrete, and award the bid to Ingram Concrete.  Motion carried. All voting aye.

15. Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to approve advertising for crushed stone sealed bids; bids due  at 5 p.m. on September 10, 2010, to be opened at 9:30 a.m. on September 13, 2010. Motion carried. All voting aye.

16. Motion was made by Commissioner Wirt and seconded by Commissioner Ford to approve a 90-day burn ban, effective August 13, 2010, worded as read by the Judge. Motion carried. All voting aye.

17. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve the Resolution in opposition to the potential routes of electric transmission lines. Motion carried.  All voting aye.

18. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve Phil Mayfield (PSM Consultants) preparing bid document specs for hospital and nursing home roof renovation. Motion carried.  All voting aye.

19. Motion was made by Commissioner Barnard and seconded by Commissioner Wirt to approve a three-year extension of the County’s gas lease with Quicksilver, subject to the County Attorney’s review, and authorize the Judge to sign, provided it is a duplicate of the previous lease. Motion carried.  All voting aye.

 

There being no further business, motion was made by Commissioner Cummings_ and seconded by Commissioner Wirt to adjourn at 11:05 a.m. Motion carried.  All voting aye.
