CITY COUNCIL OF THE CITY OF GLEN ROSE

AUGUST 9, 2010 - 5:30 PM

COUNCIL CHAMBERS – TOWN HALL

 

THE CITY COUNCIL OF THE CITY OF GLEN ROSE WILL MEET AT 5:30 P.M. AUGUST 9, 2010, IN TOWN HALL, 201 NE VERNON STREET, TO DISCUSS AND POSSIBLY TAKE ACTION ON THE FOLLOWING ITEMS:

 

AGENDA:

 

  1. Citizen Comments: This is for citizens to comment on any subject concerning city business that is not on the current agenda.  Members of the Council may answer direct questions, but no action may be taken at this meeting.
  2. Approve minutes of previous meeting(s).
  3. Consider all matters incident and related to the issuance of the "City of Glen Rose, Texas, General Obligation Refunding Bonds, Series 2010", including the adoption of an Ordinance authorizing theissuance of such bonds and providing for the redemption of the obligations being refunded.
  4. Discussion and possible action on signs for the southwest bank of the Paluxy River stating: No open fires, No campfires, No grilling and No fireworks. FINE enforced $________.
  5. Discussion and possible action on Ordinance sign by stairway and the enforcement of this ordinance.
  6. Discussion and possible action on installation on the first of three cameras and trash pickup at Big Rocks area.
  7. Discussion and possible action on changing the Lighting Ordinance.
  8. Discussion and possibly action on purchase of golf carts for Oakdale.      
  9. Adopt resolution to allow Margaret Drake to apply for a Rivers, Trails and Conservation Assistance Program grant.
  10. Discussion and possible action on sign at River Walk.
  11. Discussion and possible action on the use of a Park Host at Oakdale. 
  12. Discussion and possible action on hiring an assistant for Oakdale.
  13. Discussion and possible action on Historical Architect for Oakdale.
  14. Appoint member to Glen Rose Economic Development Board.
  15. Discussion and possible action on personnel policies regarding the selling of a vacation week.
  16. Discussion and possible action on appointing a temporary City Adminstrator.
  17. Budget workshop.
  18. Set date for public hearing on proposed tax rate.

Now just a minute. Where is it written that citizens are not allowed to comment on agenda items? I know this issue was discussed on Salon in an earlier post. I thought it was determined that the city can't do this and I guess I just figured the Mayor would correct it. Silly me.

Isn't the agenda the main reason a citizen goes to these meetings? Considering how many items the council likes to place on their agenda, this 'rule' pretty much eliminates comments on just about everything. 

So, correct me if I'm wrong: If there's an item I'm particularly interested in, I have to attend only meetings in which the agenda that does NOT include this item?

Exactly. Here's the last time I talked about this, where 4b/gredc got it RIGHT. You have the issue exactly right- You go to a meeting. You want to comment on something on the agenda. EXCEPT FOR THE COMMISSIONERS COURT AND THE CITY. ALL OTHER GOVERNMENT ENTITIES let you talk about anything you want. In meetings that are done correctly, citizens cannot just pipe up from the peanut gallery during the meeting. So if you had a point to make, you would have to make it at the next meeting, probably after whatever had been voted on.

Now, there's another issue here and I haven't talked about it much, because another poster plans to. That is, since the TOMA (Texas Open Meetings Act) is so clear on this issue, why isn't it being FIXED for the Somervell County Commissioners Court and the City of Glen Rose? SOMEONE is responsible for doing that.... ...............................................................................
