Hooters Not a Topless Joint-So It's A-Ok for City Employees To Eat There On the Glen Rose City's Dime

Regular readers know that I went down and looked at receipts on the City of Glen Rose's credit card a couple of weeks ago , took pictures, and posted about it. This last week, the reporter from the Glen Rose Reporter came to our site and also wrote some comments about what I found. Today, I got a phone call from a friend who told me that Bud Kennedy of the Fort Worth Star-Telegram wrote about it.

Now, one may agree or disagree whether Hooters is an appropriate place to have lunch paid for by the city. I'm one female who doesn't think so. But, more generally, I also don't agree with these spur of the moment lunches being paid for. And they're being paid for out of the Oakdale account. Does this mean that the certificate of obligation bond money is being used to pay for this? If it were city funds paying for this instead of, specifically, bond money, would it matter?  I think it's a good question the city council should diligently explore.

Here's what got me about the Bud Kennedy article. Apparently Mr Kennedy called up and got a comment from council woman Barbara Mitchell.

Mayor Pro Tem Barbara Mitchell said Friday that the City Council will "address these issues."

But she also said she doesn't mind workers dining at Hooters.

"I know their food is not expensive," Mitchell said.

"It's not topless."

Heh. All-righty then. So it would not be okay for city workers, including her son,  to go have lunch on the city if the place were, say, a topless bar. But other lunches, including at Hooters? fine and dandy! Those Lunches aren't at Rough Creek Lodge, now, are they!

Strikes me that maybe the people who LIVE in the city and/or pay taxes to the city ought to be able to hear this brought up on the agenda as a discussion point about where the money is coming from, and is it really okay when other people pay for their own dang lunch for city workers to dine at Chili's or Jalapeno Tree.

It's unfortunate that really good people like Barbara Mitchell and Moose Whitfeld are getting hurt by all this.  This situation screams of the need for a City Manager.  Enough is enough.  We need a grown up in charge of Town Hall that include such thngs as policies and proper sign off on expense reports and the expediture of public money, it doesn't belong to the Mayor, it belongs to the Prople and Town Hall administration needs to start acting accordingly.

Wait up. No one says that Barbara Mitchell and her son Moose Whitfield are not good people. I don't know Moose very well but I very much like Ms Mitchell. But that's not the issue. People who decide to run for office have more accountability than the average bear. Someone made a decision to allow city employees to go to lunch and expense it. Decisions like that that involve taxpayer money should be made out in the open, with all citizens aware. Ms Mitchell nor Moose Whitfield are not victims. Ms Mitchell also made a decision to make a comment to the paper about what she thought about going to Hooters, or for that matter, eating out. No one twisted her arm or forced her to talk to the paper, and she can certainly speak her mind about how this is okay. Others, such as myself, don't think this is okay. But that has nothing to do with the *goodness* of Ms Mitchell or her son.

I absolutely agree with you about the city administrator (a city manager would require a vote from the citizens instead of a vote from council). IN the meantime, though, the people who are on city council who wanted those positions need to step up and NOT WAIT. ... one obvious reason is that the decision for administrator, which was already voted FOR and it budgeted for, but which has been stalled by wanting to discuss a job description that already exists IS NOT EVEN ON THE AGENDA FOR THIS NEXT MEETING (side note: neither is hiring an architect to get that historical preservation show on the road). While this continues, city council has ZERO oversight??

One should examine the Policy and Procedures for the city to find out how they handle dinning of the city.   Ususally one pays for their own meal and then turn a receipt (itemized) in asking for reimbursement from the government entity instead of charging it directly to the government credit card.  Most have a per diem rate they pay.

I agree, whether someone is good was not the issue.  The issue is money being spent at a maybe inappropriate dining establishment.  I don't think Hooters is a place to go either, but Three Rivers for $146 and change isn't any better.  If it was coming out of their pocket I bet Sonic or Chicken Express would have worked just fine.
