Recently, the City of Glen Rose okayed a resolution to go out and look for a city administrator. I was wondering what the difference is between these two positions and got copies courtesy of Peggy Busch (thank you, Peggy!)

Here's the description for the City Superintendent

SECTION 7: CITY SUPERINTENDENT

Webmaster note: this section modified by ordinance 295 July 14,1998

A. APPOINTMENT

The city council shall appoint the city superintendent who shall be the supervisory head of the city government “with the exception of the Administrative Department which shall be supervised by the City Secretary” under the direction and supervision of the mayor and city council.

B TERM OF OFFICE

The city superintendent shall be appointed for a period of time prescribed by contract and shall be subject to removal at the will of the city council as set forth in the contract.

C. ABSENCE OR DISABILTIY OF THE CITY SUPERINTENDENT

During the absence or disability of the city superintendent, the city council shall designate some properly qualified person to perform the duties of said office.

D. POWERS AND DUTIES

The powers and duties of the city superintendent shall be:
(1) Corporate City

(a) Responsible for the day to day operations of the City of Glen Rose “with the exception of the Administrative Department which shall be supervised by the City Secretary”.

(b ) Report to the mayor and city council any developments affecting the cities interests, research solutions and make recommendations

(c) Research future needs, hazards, and benefits of the city; work to improve all areas to enhance the city.

(d) Responsible for maintaining personnel with the proper licenses for operation of the city.

(e) Prepare, in cooperation with the mayor and city secretary the annual city budget.

(2) Employees

(a) Determine employees and future employees suitability for municipal employment including but not limited to the hiring and firing of employees & “with the exception of the Administrative Department which shall be supervised by the City Secretary"
(b) Aid employees in setting goals for their growth.
(c) Responsible for employee training.
(d) Responsible for day to day supervision of city employees “with the exception of the Administrative Department which shall be supervised by the City Secretary"

(3) General Public

(a) Responsible to serve the public whenever needs arise, within the guidelines set forth by the mayor and city council.

(b) Represent the City of Glen Rose to the general public as required or requested by the mayor and/or city council.

AN ORDINANCE OF THE CITY OF GLEN ROSE, TEXAS, AMENDING THE CODE OF ORDINANCES OF THE CITY OF GLEN ROSE PROVIDING FOR THE CLARIFICATION OF THE DUTIES OF THE CITY SUPERINTENDENT PROVIDING AN EFFECTIVE DATE HEREOF.

WHEREAS, the City of Glen Rose, Texas is a Type A general-law municipality located in Somervell County, created in accordance with the provisions of Chapter 6 of the Local Government Code and operating pursuant to the enabling legislation of the State of Texas; and

WHEREAS, it is imperative that all city records are in agreement with each other it is hereby declared that the following amendments be adopted to the City Code of Ordinances and the City Personnel Policies;

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GLEN ROSE, TEXAS:

SECTION 7.

ORDINANCE NO. 282

AN ORDINANCE OF THE CITY OF GLEN ROSE, TEXAS, AMENDING SECTlON 5, SUBSECTlON F OF ORDINANCE NO. 215. PLACING THE CODE ENFORCEMENT OFFICER UNDER THE SUPERVISION OF THE CITY SUPERINTENDENT.

WHEREAS, the City of Glen Rose wishes to have a more cohesive work force; and

WHEREAS, the Code Enforcement Officer basin the past be responsible to the City Council;

NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF .THE CITY OF GLEN ROSE, TEXAS;

The Code, Enforcement Officer of the City of Glen Rose shall report to and be under the supervision of the City Superintendent.

This Ordinance shall be in full force and effective from and after its passage, and it is so ordained.

PASSED AND APPROVED THIS 14 DA Y OF OCTOBER BY A VOTE OF 3 FORAND 0 AGAINST.

CITY OF GLEN ROSE, TEXAS

Job Description

 

JOB TITLE:              City Administrator

 

DEPARTMENT:      Administration

 

REPORTS TO:        Mayor and City Council

 

JOB SUMMARY:

 

The City Administrator shall be appointed by a majority vote of the Mayor and City Council for an indefinite term.  The City Administrator shall serve as the chief administrative officer of the City and shall be responsible for the proper administration of all City affairs.

 

EXAMPLES OF JOB DUTIES:

 

Supervises and coordinates activities of all City departments, including the hiring and firing of employees and department heads.

 

Attends various meetings, including city council, planning and zoning commission, and staff meetings, and represents the City and functions with outside organizations, agencies, businesses, and the general public.

 

Assists in preparing the annual budget presented to the Mayor and City Council for adoption.

 

Keeps Mayor and City Council informed of the implementation of Comprehensive Plan and Code Enforcement of the City and makes appropriate recommendations.

 

Plans and executes short- and long-range plans and programs of the City’s Comprehensive Plan.

 

Recommends to the Mayor and City Council from time to time the adoption of such measures as may be deemed necessary or expedient for the health, safety or welfare of the City or for the improvement of public services of the City to achieve greater cost effectiveness or program results.

 

Assists the Mayor and City Council in identifying an applying for federal and state grants and loans.

 

Investigates the affairs of the City or any department or division thereof, including all complaints relating to matters concerning the administration of the government of the City and in regard to public services.

 

Ensures that all laws, ordinances and policies of the City and all franchises, permits and privileges granted by the City are faithfully observed.

 

Works with outside consultants on City projects.

 

Performs other such duties as may be prescribed by the Mayor and City Council or dictated by the nature of the position.

 

WORKING CONDITIONS:

 

Works mostly indoors in a comfortable environment.  Travels to meetings, conferences, seminars, etc.  Subject to intermittent times of stress, especially when dealing with locally elected officials and the general public.  Subject to frequent calls after hours and is required to attend frequent night meetings. Must live in or move to City of Glen Rose or Somervell County within six months of hiring.

 

 

KNOWLEDGES, SKILLS AND ABILITIES:

 

Basic knowledge of general management principles.

 

Ability to establish and maintain effective working relationship with officials in local, State and Federal government and in the private sector.

 

Ability to select, develop, organize, motivate and effectively utilize City staff.

 

Working knowledge of local codes, ordinances and State and Federal laws affecting municipalities.

 

Working knowledge of municipal operations and functions.

 

Knowledge of municipal budgeting procedures and public financing operations. 

 

Ability to communicate clearly and effectively, both orally and in writing.

 

Ability to assimilate a variety of facts and draw sound conclusions.

 

Ability to speak effectively in public.

 

EDUCATION AND EXPERIENCE:

 

Bachelor’s degree in public administration, business administration or related degree with at lest three (3) years of experience in city government with major emphasis in management and fiscal affairs, or five (5) years minimum experience in performing above tasks in lieu of degree.

 

LICENSES AND CERTIFICATIONS:

 

Class C Texas Drivers License
