I asked about this because, as you can hear, the Freese and Nichols people say that the codes that were so laboriously and time-consumingly passed by City Council are a *stopgap* or *interim* measure. And it looks to me like the P&Z people might try to lower the bar by making the percentage of masonry LOWER than 60 percent.  I went back to listen to whether, in fact, it was ever indicated that City Council's ordinance changes were sort of not serious and waiting for CPAC and found this clip I made from December 2009

This is WHY I believe IF City Council is telling the F&N people who are making plans for how the city will be to work directly FIRST with P&Z, then the public better go attend the P&Z meetings BEFORE they make their recommendations. Because the meetings with the public are AFTER P&Z does their recs.
