Random Bits and Pieces About Glen Rose /Somervell County Government-February 11 2010

The Expo Center is only for livestock?
The Glen Rose Medical Center cannot, at least at this point, operate on its own, under the Somervell County Hospital Authority, without asking for subsidies from Somervell County Commissioner's Court. I wondered how anyone attending Commissioner's Court would know when the GRMC was asking for money. Judge Maynard said it's part of the monthly bill approval. When I went on Monday to commissioners court, the bills were approved as a whole, without itemizing. All the more reason why the check registers need to be posted monthly, to include a short description of what each check was for.
Dooley was asked, in the Feb 1 2010 Somervell County Commish meeting, how he would police the participants using the RV spaces. He didn't really answer the question, except to say that he assumed the people staying there had a ticket. He was asked about this again in the 4b meeting that night and still didn't answer it. (Here's audio of the rull RV exchange from the commish court.) And here's a compile video I put together that has the audio with the Judge grilling him about *assuming* he knew who was staying in the RV spots and Penny of Poco's Park asking him how he was going to police it ... and him not answering the question. So let me ask this explicitly, because doesn't this deserve an explicit answer? How exactly, since Dooley doesn't appear to have been doing this DESPITE THE COMMISSIONERS THINKING HE WAS ALL ALONG, is he going to do it. Vague answers that don't say "I intend to have someone in the parking lot checking tickets and it will cost X amount of money to do this" or whatever are easy but don't say anything when you're asking for money, eh?
Land of Dinosaurs. And tlet's not forget THIS IS NOT JUST THE HOTEL/MOTEL 4B TAX. Why is that? Because if Dooley doesn't pay this back, guess who will? The county taxpayer. Why? Because the county SUBSIDIZES the Expo Center-if the Expo Center loses money the county just makes it up. Think that would happen the same way if the 4b money couldn't be paid back????? Comes back, again, to exactly what skin does Dooley have in this game?
Let's say this again- he makes money from a base plus commission/take off various rentals, etc at the Expo and Ampitheatre. If he doesn't book the venues all the time, no problem because the county eats up the difference. There is no bottom line that he can't go below that would be a penalty to him.
Mike Jones asked whose idea the RV lots were. Dooley said it wasn't Dooley Management. But it wasn't the county that brought it up! You can clearly know that from Judge Maynard's surprise at the county commissioner when he asked if the court hadn't already expressed support on this and Dooley indicated that there was money involved.
What was Mike Dooley's share of the investment for the LOD? Is the Land of the Dinosaurs Fully Capitalized? No.I'm surprised nobody asked him specifically how much he was going to invest himself. Or has.
Chris Bryant asked why the county doesn't pick this up (RV) . Not in budget. What's interesting is that they didn't expect to even GET a contract for this year but for next, which would have given them time (and a budget) to figure this out. Instead, this is possibly going to be rushed through to the detriment of private RV operators.
There's going to be a hearing about the RV stuff on March 1st.. It isn't just the city/4b people who have skin in this game but all Somervell County taxpayers. Some questions need to be directly answered like "Exactly how much is Dooley Management investing in this.". "Exactly how, with a detailed procedure would you be policing those RV spots, how much would it cost to do that, and what will you do if you find someone not in compliance". Why can't the RV park use county land on the other side of Bo Gibbs? They just don't want to because they'ad hve to put up caution signs and flashing lights. So?? Also, if the county intends to do some kind of the deal where private entities would lease public land for RVs, eill that get spelled out BEFORE the hearing? I mean, how would that even work? Overall, seems like there is risk to the taxpayer but what is the risk to Dooley Management?
Look, I"m glad that Huckaby is looking to bring in business. I don't quite understand how the RV business at the Expo brings in tons of money, since it won't be benefitting, in general, hotels and motels and possibly restaurants. Why? Because people brought their RVs because they want to save money and stay in them, and presumably those same RVs have a way to cook dinner on the cheap, too. When Dooley first approached the county commissioners about putting in more RV spaces, I remember being there, will have to look back for the video-I can recall it was ONLY on the basis of being very limited so that the county did NOT compete with private business. And now, between that and suddenly there being a whole lot of RV spaces at Oakdale, the nature of how the county and city fund RVs has changed.
Am I wrong? Something I'm missing? Express yourself in a comment.
What was this from the city meeting about the roads in Oakdale? Were they trying to insinuate that they were going to try to get around code?
I couldn't understand much of this last video about the roads @ Oakdale but what I do know is the city has not included permeable pathways in their codes for acceptable surfaces. This is something that absolutely must be done. Permeable surfaces address the increasing problem of flooding as concrete takes over and the rain has nowhere to go. They require some maintanence but so does asphalt and concrete. They are also aethestically pleasing. Many communities are going this way, there are some fabulous new technologies for these surfaces and we would be foolish to put in asphalt or concrete in Oakdale.
I had also clipped audio of that but for some reason when everyone went to talk about it, their voices dropped and it was hard to hear what they were saying. I also don't understand the code stuff anyway and my attention wandered a bit there.
