NAIS Attempts To Fly Under the Radar by CHANGING ITS NAME-Now Animal Disease Traceability

Here's an FAQ about the new *approach* which is now longer called NAIS.  I notice that there is going to be some kind of push on states, rather than at the national level to implement animal traceability.

I also see that my specific concern is addressed.

Q. Is the new framework mandatory for all owners
of animals?
A. No. USDA will not mandate a one-size-fi ts-all
approach to animal disease traceability. The system
will not be mandatory in the sense that all producers
are required to participate or that all States and Tribal
Nations must implement one approach.
What is certain is that animal disease traceability
will be required for animals moving in interstate commerce.
However, each State and Tribal Nation will be
able to determine the specifi c approaches and solutions
it wants to use to achieve the minimum animal
disease traceability performance measures. Animals
not moved out of state, as well as small producers
who raise animals to feed themselves, their families,
and their neighbors, are not a part of the framework’s
scope and focus.

I am interested to see how they will determine that. Seems like to even know that you'd have to be registered. Will the whole idea of registering your premises go away?

Also looks like the RFID tags won't be mandatory

Now this is my brief reading of the FAQ. I plan to put this on my radar and write about it as I see other entities or people analyzing what will happen.
