TO WHOM IT MAY CONCERN:
 
PURSUANT TO THE TEXAS OPEN MEETINGS ACT, NOTICE IS HEREBY GIVEN THAT A REGULAR MEETING OF THE COMMISSIONERS’ COURT OF SOMERVELL COUNTY, TEXAS WILL BE HELD AT
9:30 A.M., MONDAY, THE 9TH  DAY OF NOVEMBER 2009
IN THE COUNTY/DISTRICT COURTROOM IN THE SOMERVELL COUNTY COURT HOUSE ANNEX

IN GLEN ROSE, TEXAS AT WHICH MEETING THE FOLLOWING SUBJECTS WILL BE DISCUSSED AND THE FOLLOWING MATTERS ACTED UPON:
 
OPEN MEETING:
 
CITIZEN COMMENTS:  This is for citizens to comment on any subject not on the current agenda concerning county business.  Members of the Court may answer direct questions, but any action from this item must be scheduled on a future agenda.
 
 
1.    Approve the Minutes of previous Commissioners' Court.
 
2.    Move $600 from Library Group Medical #401-202 to Library Vendor Bldg Repair #401-450.
 
3.    Move $25,000 from Cap Furn & Eq #450-570 to Fire Dept Furn & Eq #429-570.
 
4.    Move $400 from Cap Eq/Furn #450-570 to Rd Maint Eq/Furn #430-570.
 
5.    Move $25,000 from Cap Imp’s Eq/Furn #450-570 to Clerk Off Eq/Furn #411-570.
 
6.    Approve remainder of County Bills.
 
7.    Approve County Treasurer’s report.
8.    Receive reports from:

Commissioners’ Court of Somervell County met in a regular meeting at 9:30 a.m. on the above date with all Commissioners present.  County Judge Walter Maynard presided.

 

OPEN MEETING

 

CITIZEN COMMENTS:  Judge Maynard said it is his intent to be candidate for County Judge in the 2010 election.

 

DISCUSSION ON AGENDA ITEMS

 

ITEM NO.

 

9.     The Court heard a presentation from Audrey George and Vince Dreeling of Johnson Controls on Sustainable Solutions (energy savings, water savings, etc.) for the County. See Motion 9.

 

MOTIONS ON AGENDA ITEMS

 

ITEM NO.

 

1.     Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to approve the previous Commissioners’ Court minutes of October 13, 19, 26 and November 2, 2009. Motion carried. All voting aye.

 

Motion was made by Commissioner Ford and seconded by Commissioner Cummings to move:

2.     $600 from Library Group Medical #401-202 to Library Vendor Bldg Repair #401-450.

3.     $25,000 from Cap Furn & Eq #450-570 to Fire Dept Furn & Eq #429-570.

4.     $400 from Cap Eq/Furn #450-570 to Rd Maint Eq/Furn #430-570.

5.     $25,000 from Cap Imp’s Eq/Furn #450-570 to Clerk Off Eq/Furn #411-570.

Motion carried. All voting aye.

 

6.     Motion was made by Commissioner Barnard and seconded by Commissioner Wirt to approve the remainder of County Bills, with the addition of $12.41 each to Melanie Bybee and Jo Spurger for seminar meals.  Motion carried. All voting aye.

7.     Motion was made by Commissioner Cummings and seconded by Commissioner Ford to approve the County Treasurer’s report.  Motion carried. All voting aye.

8.     Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve departmental reports as submitted.  Motion carried. All voting aye.

9.     Motion was made by Commissioner Cummings and seconded by Commissioner Barnard to table action on the presentation by Johnson Controls – Intro to Sustainable Solutions for Somervell County.  Motion carried. Commissioners Barnard, Cummings and Wirt voting aye. Commissioner Ford voting nay.

20. Motion was made by Commissioner Cummings and seconded by Commissioner Barnard to table the EECGB Resolution.  Motion carried. Commissioners Barnard, Cummings and Wirt voting aye. Commissioner Ford voting nay.

10. Motion was made by Commissioner Wirt and seconded by Commissioner Ford to approve specs and advertising for sealed bids for Golf Course chemicals; bids due at 5 p.m. on December 11, 2009, to be opened at 9:30 a.m. on December 14, 2009.  Motion carried. All voting aye.

11. Motion was made by Commissioner Cummings and seconded by Commissioner Barnard to approve specs and advertising for sealed proposals for Workers Comp Insurance; proposals due at 9 a.m. on December 18, 2009, to be opened at 9:30 a.m. on December 18, 2009.  Motion carried. All voting aye.

12. Motion was made by Commissioner Ford and seconded by Commissioner Wirt to approve specs and advertising for sealed bids for a Brush Truck; bids due at 5 p.m. on December 11, 2009, to be opened at 9:30 a.m. on December 14, 2009. Motion carried. All voting aye.

13. Motion was made by Commissioner Barnard and seconded by Commissioner Ford to approve specs and advertising for sealed bids for Citizens Center roof for composition or metal (R-panel or standing seam, at least 26 gauge) removing existing shingles, replacing decking if needed, installing with 30# felt; bids due at 5 p.m. on December 11, 2009, to be opened at 9:30 a.m. on December 14, 2009.  Motion carried. All voting aye.

14. Motion was made by Commissioner Cummings and seconded by Commissioner Wirt to approve casting all 1,236 of the County’s votes for Darlene Chambers for director of the Somervell Central Appraisal District board. Motion carried. All voting aye.

15. Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to approve accepting the resignation of Justice of the Peace Precinct 1, Kenneth Taylor, effective November 9, 2009.  Motion carried. All voting aye.

16. Motion was made by Commissioner Ford and seconded by Commissioner Wirt to table appointing a replacement for Justice of the Peace, Precinct 1. Motion carried. All voting aye.

17. Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to approve reviewing the fire control system in the Courthouse, with Chief Deputy Derrell McCravey to assist David Young, Maintenance.  Motion carried. All voting aye.

18. Motion was made by Commissioner Cummings and seconded by Commissioner Ford to approve proceeding with a proposal from Teague Nall and Perkins for Preliminary Route Studies and Cost Estimates for planning, design and construction of a Paluxy River bridge crossing in Glen Rose, Texas. Motion carried. All voting aye.

21. Motion was made by Commissioner Ford and seconded by Commissioner Wirt to approve the Judge’s sending a letter to TXDOT concerning picnic areas: if TXDOT discontinues maintenance of the areas, ownership should be turned over to the County.  Motion carried. All voting aye.

19. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve the Adoption Agreement of the Interlocal Agreement between Gray and Lipscomb Counties for Certain Insurance Coverages and Reinsurance of such coverage, and authorize the Judge to sign.  Motion carried. All voting aye.

22. Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to approve settling Account #1737794 for EMS Services for $1,039.15.  Motion carried. All voting aye.

 

 

There being no further business, motion was made by Commissioner Ford and seconded by Commissioner Cummings to adjourn at 11:35 a.m. Motion carried.  All voting aye.
