OF SOMERVELL COUNTY
 
 
 
TO WHOM IT MAY CONCERN:
 
PURSUANT TO THE TEXAS OPEN MEETINGS ACT, NOTICE IS HEREBY GIVEN THAT A SPECIAL MEETING OF THE   COMMISSIONERS’ COURT OF SOMERVELL COUNTY, TEXAS WILL BE HELD AT
9:30 A.M, MONDAY,  THE 19th  DAY OF OCTOBER, 2009,
IN THE COMMISSIONERS’ COURTROOM IN THE SOMERVELL COUNTY COURTHOUSE ANNEX
107 N.E. VERNON
IN GLEN ROSE, TEXAS AT WHICH MEETING THE FOLLOWING SUBJECTS WILL BE DISCUSSED AND THE FOLLOWING MATTERS ACTED UPON:
 
OPEN MEETING:
 
CITIZEN COMMENTS:  This is for citizens to comment on any subject not on the current agenda concerning county business.  Members of the Court may answer direct questions, but any action from this item must be scheduled on a future agenda.
 
 
 
 
1.     Executive Session:  After convening in open session, and, pursuant to the provisions of Section 551.074 of the Government Code, the Court will go into a closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.
 
2.    Take action on Executive Session.
 
3.    Discuss Hospital Audit and Management Groups.
 
4.    Discuss/take action on the creation of a Hospital Authority as authorized by Chapter 264 of the Texas Health & Safety Code, and as to appointment of a Board of Directors for the Hospital Authority.

Commissioners’ Court of Somervell County met in a special meeting at 9:30 a.m. on the above date with all Commissioners present. County Judge Walter Maynard presided.

 

OPEN MEETING

 

CITIZEN COMMENTS:  Darrell Best told the Court that Lone Star Transmission is proposing running power lines from Snyder, Texas to Navarro County. The lines would run through Somervell County over Chalk Mountain.  He asked the Commissioners to review the map of the proposed lines and have their comments to Lone Star by the October 30, 2009 comment deadline.  Lone Star will decide on the route in March, 2010.

 

DISCUSSION ON AGENDA ITEMS

 

1.     & 2. The Court recessed from Open Session, convened into Executive Session at 9:35 a.m., and reconvened into Open Session at 10:25 a.m. No motion.

3.     Judge Maynard and Commissioners Barnard, Ford and Wirt expressed support for the newly appointed Hospital Authority board, indicating they would have no problem with the board’s requesting an audit and exploring the possibility of contracting with a management group to operate the hospital. No motion.

 

MOTIONS ON AGENDA ITEMS

 

ITEM NO.

 

4.     Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve creation of a Hospital Authority as authorized by Chapter 264 of the Texas Health & Safety Code, and appointment of a board of directors, per the order submitted by the County Attorney. Motion carried. All voting aye.

4.     Motion was made by Commission Wirt and seconded by Commissioner Cummings to approve appointment of a Hospital Authority board consisting of Bob Lancaster, Ernie Rienke, Gary Whittle, Sharon Boone, Deborah Gray, Larry Shaw and Angie Robertson.  Motion carried. All voting aye.

4.     Motion was made by Commissioner Barnard and seconded by Commissioner Cummings to approve appointing Hospital Authority board members to the following terms: 3 years – Larry Shaw, Sharon Boone and Ernie Reinke; 2 years – Angie Robertson and Deborah Gray; 1 year – Bob Lancaster and Gary Whittle. Motion carried.  All voting aye.

5.     Motion was made by Commissioner Barnard and seconded by Commissioner Ford to approve swearing in Hospital Authority board members on November 2, 2009. Motion carried.  All voting aye.

 

There being no further business, motion was made by Commissioner Cummings and seconded by Commissioner Wirt to adjourn at 10:55 a.m.  Motion carried.  All voting aye.
