PURSUANT TO THE TEXAS OPEN MEETINGS ACT, NOTICE IS HEREBY GIVEN THAT A REGULAR MEETING OF THE COMMISSIONERS’ COURT OF SOMERVELL COUNTY, TEXAS WILL BE HELD AT
9:30 A.M., TUESDAY, THE 13TH DAY OF OCTOBER 2009

CITIZEN COMMENTS:  This is for citizens to comment on any subject not on the current agenda concerning county business.  Members of the Court may answer direct questions, but any action from this item must be scheduled on a future agenda.

2.    Move $28,650 from Cap Imp’s Expo #450-538 to the following:  $19,060 toPublic Events Maint #440-104, $1,460 to Public Events Social Sec #440-201, $5,600 to Public Events Group Medical #440-202. $2.440 to Public Events Retirement #440-203 and $90 to Public Events Death Benefits #440-205.
 
3.    Move $10,000 from Fire Dept Cap Eq/Furn #450-570 to Fire Dept Eq/Furn #429-570.
 
4.    Move $10,200 from Cap Eq/Furn #450-570 to G/C Eq/Furn #441-570.
 
5.    Move $10 from Fire Dept Diesel Tax #429-347 to EMS Diesel Tax #436-347.

28.Executive Session:  Personnel Matters
After having convened in open session, the Commissioners Court will retire into executive session, pursuant to the provisions of Section 551.074 of the Texas Government Code in order to discuss the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a  public officer or employee.
 
29. Take action on Executive Session.

Commissioners’ Court of Somervell County met in a regular meeting at 9:30 a.m. on the above date with all Commissioners present.  County Judge Walter Maynard presided.

 

OPEN MEETING

 

CITIZEN COMMENTS:  Judge Maynard said Maurice English of Hill College wants the Court to be aware that the college is expanding plumbing to its Cosmetology building.

 

DISCUSSION ON AGENDA ITEMS

18. Commissioners discussed use of the County’s Burn Building by outside fire departments and other agencies.  See motion 18.

28. & 29.  The Court recessed at 10:50 a.m., reconvened at 1:00 p.m., then recessed from Open Session into Executive Session at 1:01 p.m. The Court reconvened into Open Session at 4:59 p.m. No motion. 

 

MOTIONS ON AGENDA ITEMS

1.     Motion was made by Commissioner Wirt and seconded by Commissioner Ford to approve the previous Commissioners’ Court minutes of September 14 (2), 21 (2), 25, 28 (2) and October 5, 2009. Motion carried. All voting aye.

 

Motion was made by Commissioner Cummings and seconded by Commissioner Barnard to correct typographical errors in items 2, 8, 11 and 12 and move:

13. Motion was made by Commissioner Barnard and seconded by Commissioner Ford to approve the remainder of County bills with the addition of $2,932.00 to Recreation Consultants for tables and benches (#450-548), $155,308.43 to John Deere Credit for the Triplex Mower Lease (#441-570), $61.00 to Light Impressions for a book (#426-320) and $325.00 to the Texas Association of Hostage Negotiators for Hostage Negotiator Training (#428-403).   Motion carried.  All voting aye.

14. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve (4) quarterly accident reports. Motion carried. All voting aye.

15. Motion was made by Commissioner Ford and seconded by Commissioner Wirt to approve the County Treasurer’s report.  Motion carried. All voting aye.

16. Motion was made by Commissioner Wirt and seconded by Commissioner Barnard to approve departmental reports as submitted.  Motion carried. All voting aye.

23. Motion was made by Commissioner Ford and seconded by Commissioner Barnard to award the Property Insurance proposal to Trident at $145,169.35, and authorize the Judge to sign. Motion carried. All voting aye.

17. Motion was made by Commissioner Ford and seconded by Commissioner Cummings to approve the Interlocal Agreement between GST Public Safety and cities and counties for Cooperative Purchasing of Goods, Products and/or Services (Fire Department), and authorize the Judge to sign. Motion carried. All voting aye.

18. Motion was made by Commissioner and seconded by Commissioner Ford to approve procedures for use of the County’s Burn Building by outside Fire Departments/Agencies, with a $200 per day fee to run through the County Treasurer’s office.  Motion withdrawn.

18. Motion was made by Commissioner Wirt and seconded by Commissioner Ford to table consideration of procedures for use of the County’s Burn Building by outside Fire Departments/Agencies.  Motion carried. All voting aye.

19. Motion was made by Commissioner Wirt and seconded by Commissioner Cummings to approve the 2-hour wall upgrade at Glen Rose Medical Center.  Motion carried. All voting aye.

20. Motion was made by Commissioner Ford and seconded by Commissioner Barnard to approve change order #6 for $16,330.00 under the Hospital Construction Contract, and authorize the Judge to sign.  Motion carried. All voting aye.

21. Motion was made by Commissioner Ford and seconded by Commissioner Wirt to approve the annual contract with the Central Appraisal District. Motion carried. All voting aye.

22. Motion was made by Commissioner Barnard and seconded by Commissioner Cummings to approve Tax Assessor/Collector Darlene Chambers as a voting member for the Central Appraisal District board of directors.  Motion carried. All voting aye.

24. Motion was made by Commissioner Wirt and seconded by Commissioner Ford to approve clarifying that the additional expenditure of $1,200 for the Extension Office Travel Allowance be allocated to the Agricultural Extension Agent.  Motion carried. All voting aye.

25. Motion was made by Commissioner Cummings and seconded by Commissioner Wirt to approve the addition of a Building Maintenance Tech III and Agricultural Extension Agent to the Cell Phone Allowance list. Motion carried. All voting aye.

26. Motion was made by Commissioner Ford and seconded by Commissioner Barnard to approve moving peace officers and correctional officers from a 40-hour work cycle to a 171-hour/28 days work cycle effective November 4, 2009. Motion carried. All voting aye.

27. Motion was made by Commissioner Barnard and seconded by Commissioner Wirt to approve re-establishing 911 Communications Supervisor and 911 Address Coordinator positions, and eliminating one Communications Officer position. Motion carried. All voting aye.

 

There being no further business, motion was made by Commissioner Ford and seconded by Commissioner Cummings to adjourn at 4:59 p.m. Motion carried.  All voting aye.
