Few Notes from the Glen Rose Reporter Newspaper This Week and Related Stuff -Week of March 28 2009

Other stuff first-I see that the GRISD school board is meeting on Monday March 30 and will be having a closed session with their attorney to discuss the pending litigation about Joelle Ogletree. Wonder why? Ogletree's case is at the appeals court level-wonder if there's some new activity on that? Then, at 7 the regular meeting, of course. Agenda is on the Glen Rose ISD site under board.

About the Riverwalk plans. The Glen Rose Reporter has an article about how Judge Maynard complained that the City of Glen Rose has made not only plans but is taking bids now on construction AND using the Heritage Park parking lot without including the county in its plans. The county OWNS Heritage Park. Apparently nobody even ASKED the county about using the park for parking.

“What are they estimating the required parking spaces will be?” Maynard asked. “We’ve never been asked about using the park for parking.”

Drake apologized and said she thought parking was parking and never thought to ask and invited suggestions from the court about how to handle the situation.

“It we say no it makes us look like the bad guys,” Maynard said. “I want ya’ll to come and ask for what you want.”

What's kind of astonishing to me is that I was at a City of Glen Rose meeting in December 2008 where Judge Maynard very pointedly talked about the fact that the city was not coordinating with the county. In that instance (and including at the commissioner's meeting, the subject was more about the Rhett Butler monument, but also included other facets). Drake's going to bring the bid plans and some people to answer questions to the April 13th meeting. Here's a very short compile of the two meetings in December 2008, from both the city and county where, for example, the Rhett Butler monument was discussed, the Riverwalk boat dock, etc. MP3 Clip from the Dec 2008 Commissioner's Court meeting, about Rhett Butler memorial and the Riverwalk use of Heritage Park (about 2 mg) .  MP3 Clip from the December 2008 City of Glen Rose meeting-one of the council members said that the loading dock concerned the water district.  It seems like everybody kind of just assumed the county should know what's going on but there was no one assigned from the city or 4b committee to specifically be the liason to keep the county  not only informed but involved.

I also notice in the Bosque County News from March 18 that there still is not an approved buyer for Meridian Manor but Steven J Lange of Llano, is mentioned. The paper says he also owns two nursing homes in Abilene and Athens but didn't want to reveal the names of those homes. The paper looked it up on DADS and found that the homes are Bethany Place in Athens and Abilene Convalescent Center.

1 - M. Drake   28 Mar 2009 @ 4:17:07 PM  Just for the record, the RW committee has never "planned" to use the Heritage Park parking lot for the RW. Early on in discussion, we acknowleged that parking was an issue, and shortly thereafter Ronald Bruce, City Superintendant started to work on making additional parking on the east edge of Heritage Park. The RW committee felt that what could be done about the need for parking had been accomplished after that east parking lot was built. We acknowlege, that long term, the City will need to provide more parking areas for the RW, but again, I repeat, we never consciously "planned" to use the actual Heritage Park lot for parking.

So what do you think caused that breakdown in communication? The article in the newspaper says

After reviewing drawings of the project, commissioners discovered that Heritage Park would be the main parking lot. "We should have been involved during the planning stages" Maynard said "It sounds to me it's (Heritage Park) a major part of it.". "It's the entryway", Drake responded... The committee was not only counting on parking in the park, but on the square as well.

Let's just remember that most of the folks serving on the various city committees are volunteers and have as much, or more, on their plates as the rest of us. Apparently there was a gap in communication and the parking issue was under-estimated. That's life. I imagine that those who visit the River Walk might be parked on the Square, off the Square, at Oakdale, at Big Rocks or maybe even doing a load of wash at the Laundromat. No one's is trying to pull a fast one on the county and I think it wouldn't hurt a bit for Judge Maynard to be a bit more courteous when dealing with the inevitable obstacles that occur in projects like these.

I'm not trying to imply that any one is trying to pull a fast one. What I am saying is that it looks to me that there is a communication breakdown between what the city does with regard to the county. Yes, people are volunteers but they volunteered to be on those committees and it seems to me that somebody (somebodies) needs to be more proactive in making sure that, when plans involve county resources, the county is kept in the loop.  I'm not pointing a finger at anyone in particular, either, just wondering about it.

Added a couple of short audio clipouts from the December 2008 County Commissioner and City Council meetings re: Rhett Butler and Riverwalk. I personally don't think that Maynard was being discourteous but expressing that, since the city plans obviously at least in some fashion have to do with county property in both of these instances (Butler/Riverwalk) that keeping them better involved in the process would be not just a good idea but respectful. At the planning meeting a week or so ago, Ms Condi said she wished there was a way to combine both city and county so that there was one entity and the planning consultants explained why this is not only really unusual but probably not practical. So, as long as there *are* two entities, I agree with Maynard that there should be a closer informational relationship. And I'm sure that the Riverwalk didn't specially plan FOR the parking at Heritage Park, but the plans impact Heritage Park.

@oldbridge Heh. No. I admire the people who do volunteer for these positions (or run for office) but don't have an interest in doing so myself, for various reasons.

@humanbeing. I think it was never simple, but always that type of thing is a matter of communcation and respect.
